What people call “New York Harbor” is actually a term that refers to the bays and tidal estuaries near the mouth of the Hudson River. It also includes several adjacent rivers in the vicinity of New York City. To locals the term is used is usually meant to refer specifically to Upper New York Bay. No matter which way you slice it the area is perfect for Atlantic water traffic because there is a huge variety of places to dock. All five boroughs in New York City can be reached by using this watery network, and this has helped the city grow to enormous proportions.
During the first half of the 20th century the local Mafia was said to control New York Harbor. While it is quite logical that the criminal underworld wasn’t as omnipresent as many television specials make them out to be, they did have a stranglehold on many of the organizations that made the Harbor run.

This was not only because the Mafia could be very convincing, but also because graft was endemic to the system itself. At any rate, without the harbor the city would fizzle to a shadow of its former self. One of the interesting things people have done is give a false address in New York City that would place their home right in the middle of the harbor. It can still work to confuse and dissuade unwary investigators, as long as they are not experienced.
